is there any way I can manage users and groups (add/edit/delete) without going into server console?
I just need to give my user option to change their password, so is that possible to do using php or perl?

Yes. You could modify abyss.conf (its just XML) fairly easily, but the problem is you have to restart Abyss to have it load the changes (which can be done with a scripting language).
I would make a backup of the abyss.conf file before trusting a script to mess with it though.
