Cannot run Abyss Web Server Config page on initial startup.

I'm getting an "Error 403 - Forbidden" message. I can see the index.html page so the server itself is working/running, I just cannot configure/customize it.
I'm on a MacMini 10.8.2 and using Abyss Web Server X1 (v2.9) downloaded today. Followed the instructions but I can't get it to work.
Here's the terminal window:

On some Mac OS X configurations, please use localhost or ::1 (the local IPv6 address) instead of 127.0.0.1 in your URLs as in:
http://localhost:9999
or
http://[::1]:9999
